Hitch question

I have an 89 k5 with a ord shackle flip. the flip covers the rear holes for the hitch. I just got a hitch that was modified so that you dont have to space it out due to the extra thickness of the flip bracket. I would still have to drill holes in the flip to put the back two bolts in though. My question is for towing a approx 5-700 pound trailer(trailer 14 foot jon boat 15 horse 4 stroke), do I really need the back two bolts in? The front two are grade 8 with lock washers tightened down good. If it is unsafe I will not do it but I don't want to drill the flip if I do not have to.
 
I've got the hitch bolted up, I'm going to have to do more than cut. Or drilling would be easier if cutting is even possible. But my question is can I tow that small trailer with just the two bolts?

to answer your question, No. It would be very unsafe to tow with 2 bolts holding on the receiver.

Jason is right on the money - two is not sufficient.
 
Are you sure that you don't have the flip brackets reversed? Having them reversed would move the bracket further rearward and probably be giving you the issue you're having. It is common to swap the flip brackets side to side when using a 56" rear spring on a blazer.
