Horn

When I ground the pole, like in the picture, I get a clicking sound from the lower part of the column.
Could someone tell me what that may be?

You should be hearing the horn relay. It's above the fuse panel.
 
The square one should be the horn relay, the round one is the flasher.
The nylon screw retainer/ isolator goes through the cup piece and then the flat spring plate. The screws hold it all to the steering wheel.
If the relay is clicking, then I would check to see if power is making it to the horn wire. It's possible that the relay is not doing its job anymore, so check to see if it puts power to the wire. I would also check and see if the horn has a good ground through the mounting bolt. It is also possible that the horn itself is dead.

I haven't checked to see if it works that way, but I have torn into lots of them, and reassembled them with the ring being on top. It has always worked for me.

The relay that is clicking is the original 1988 OEM relay, if its clicking does that mean it working correctly?

I checked to see if power is going to the clip that attaches to the horn, NO POWER

I also check the fuse box where it say horn, and that's good.
 
Yes, that is how I out them together. Then the notch in the cup goes up to align the horn button.

So if you don't get power to the horn wire, when you activate the relay, then it's possible that the contacts in the relay are no good. Try to find out which terminal in the relay socket is power in, and which one is sending power to the horn. You should be able to jump across those two and get the horn to work. One of the wires will be the ground signal from the horn contact in the steering column, which you already confirmed is working because you can make the relay click.
 
My bet is the horn is dead...run a hot wire from the battery positive to the terminal on the horn,if it does not honk or groan or make any noise then,its dead..I've had lots of Delco horns die,the road salt eats the innards up ..some I've gotten to work again after whacking it with a hammer or fiddling with the adjustment screw on them,but usually they die and that's that..

He said he had no power at the horn, it's likely a relay failure as @6872xtc mentioned.
