how do you ground the cigerette lighter?

I need to ground the cig lighter, but I dont know where to connect a ground. there is a black wire going into the top of the ash trey but it is not connected to anything under the dash.

It grounds itself to the ashtray, which is grounded to the dash via the rivits that it hinges on. The outer part of the lighter housing is the ground side of the circuit.
