Are these desirable for a front axle? And what should I pay for a used one?
I wanna run a Detroit locker up front, but am somewhat hesitant because I don't have hydraulic ram assist steering yet.

run the detroit
I have had powerlok since 92
it is good but it isnt a detroit

Yes - the amount of slip is adjustable . The friction disc's and plates can be swapped around to achieve greater lock-up or less .
Like said above P/L's are the absolute best posi type diff. out there but it is not a Detroit .
