how to? clean etc old a/c tank before welding

Not sure where to post so guess most traffic area on forum. I have a tank that is a decent size from a junk R134A A/C machine and wanna build something with it but wanna know What I can do to make sure it is safe to weld bungs etc to it without a boom? Tank has been open for 3 months.
Also have a old a/c tank least 8 yrs old heavy duty is it safe yet or do need to do anything special to it as well? Been open to air in my garage since I bought my house.

Purge with argon

Going to fill with water drain hit with compressed air and take to local Fire department and have them check with gas meter.

Might not be flammable,but the fumes can kill ya..
