How to remove/cut out rear fenders

I’m trying to help my dad with his 73, as you can see the rear fenders are completely rusted out if I take the top off how can I cut or how should I remove these outer fender shells? Thanks in advance!

I'd get patch / replacement panels before you cut anything and use them as a template to cut the outer skin off.
 
If the rest of the bed pannel is in good shape patch that opening with a patch panel.
 
Seeing that rear bottom section being rotted is a bad sign . . . That lower area is a double paneled area...

Normally, patch panels are upper sections .. they don't run to the bottom.

A full replacement panel would be a better option.
 
If you use patch panels, and big tires are in your future, consider stretching the wheel opening slightly to keep from trimming later.
