How would YOU fix this bumper/tire carrier?

I bought an old blazenoffroad bumper/tire carrier from a member on here knowing that it was going to need some work to make it work. From what I was told, it was made for a suburban and I guess either the tailgate is narrower or it was made for a barn door style rear.
Anyway, the bumper fit's great, but the tire carrier doesn't match up to the bumper. Here are some pictures of what I'm working with. The first is what the overall bumper will look like (other than the wrap around). The second one is my actual bumper, the next is the tire carrier, and the last 2 are where both the outside tubes that bolt to the bumper meet up (the part that needs to be fixed).











I was thinking about cutting the 2 arms off of the main hoop, putting them in the bumper where they belong, and hope that they just slide down the hoop in the right location to be welded back on. :dunno:
Or I could get new bars bent up and weld them on.
 
The angled tubes arent long enough. I would cut them in the center and sleeve the tube w/ a plug weld and extend until they line up. Just cross your fingers the angle is still correct or you'll be replacing the entire tube.
 
Cut the tubes off the main hoop, put them in the anchors, fold the main hoop up to where you want it to sit, see if the tubes can be welded to the main hoop in a new spot. If not, cut and sleeve to add length. I always try to work with what I have before starting over.

That's what I'm going to try to do first. Just looking for other peoples opinions that may be better than mine.
 
I would cut the tube off where it's welded to the stinger and slide it down a little bit to spread the mounting points.

While its cut off I would put each piece in its mounts and tack it while its in position. Test it a few times and then final weld.
 
Have you tried just bending those outer tubes out? It wouldn't be too bad to rework the tabs or holes a little if required.
