How's this for a problem

is it possible that the gas return line is clogged up?

also, i'm going to find the computer ground and check that, then mess with the timing.

Did you pull any codes yet?

i dont have the device to plug in to the computer, but the guy that had it said it spit out a "faulty connection" code, whatever that means; but he checked all the electronics/sensors and checked all the connections.

Just put a paper clip between terminal a and b on the aldl. It should give you a 'handshake' (code 12= 1 flash then 2, repeated) then it should either keep repeating that or give you other codes in a similar fashion.

OK so get this - the guy that said he put a new fuel pump in it apparently didn't, and what was causing my problem was this - the baffles in the gas tank came loose and had a heyday on the fuel pump/sending unit, knocking the pickup tube loose, but not all the way off so it wasn't getting near enough gas. Now I get to have a new gas tank and fuel pump.

Well at least you know what the problem is now! Now go and say thanks to that guy that didn't do what he was supposed to and suggest he contributes to all the costs since!
