hub assembly correct?

I'm replacing the bearings and seals on a boat trailer that I got with my boat a few years back. This is a homemade trailer assembled by the previous owner. I was taking the bearings out and I noticed that there was no washer inbetween the nut that screws on the spindle that pushes against the outer bearing. Is this correct. I took off two so far and both were the same way. I would have assumed that a washer would go between the nut and bearing to exert more even pressure.

Additionally, both nuts were loose being held in place by a cotter pin going thought the spindle. Is that correct as well or should they be torqued to a certain spec?

Washer, Yes. Seems If I remember it had a slot in the axle and a matching tong on the washer,most parts places should carry those. The cotter pin keeps the nut from backing out, no torque involved. Tighten by hand while spinning wheel until firm not tight then install cotter pin thru castle nut. sometimes it falls right between loose and the next hole seems too tight I usually go for the looser one if it's not too loose. You can tell by grabbing the wheel and moving back and forth feeling the bearings movement.
