hunting for idle?

Generally speaking, what would cause an engine to hunt for idle specifically after letting off the throttle? The engine idles beautifully once it has found idle, but anytime i let off from heavy throttle, the rpms dip down to 300 or so and will surge 2-3 times before it finds idle at 700rpm (assuming it doesn't stall). It often needs me to "help" it find idle by gradually letting off the gas which isn't ideal on a 4-speed.

Is this more likely to be a vacuum leak or idle mixture setting? I believe it is one of the two. I noticed that idle mixture is not adjustable on my q-jet (without modification) and am wondering if my open element filter and dual exhaust are leaning it out too much. Carb is freshly rebuilt and had the same symptom before the rebuild.
