I pulled My IAC out of my 1994 TBI 350 to clean it and find that the plunger will wiggle, but will not move in out out without a great deal of force. Is this normal? should it be replaced?
the impedance for both coils is 52 ohms.

no, that is normal it takes force to move it in or out of the housing, make sure that it is not over 1 1/8" out from the end of the threads out to the end of the plunger tip before putting it back in the TBI housing

you are supposed to have to wiggle it hard and push or pull hard ot get it to move
