It's the charcoal canister for the evaporative emissions control. It vents and collects fuel vapor from the fuel tank. On the TBI versions the canister is purged through a referenced vacuum port so when the RPM's get high enough it pulls a vacuum on the canister.

It's a good idea to keep it even with the carb, as it is better to vent the fuel tank through this than to atmosphere and it will help prevent condensation in the tank. Just connect the purge line up to a referenced port on the carb and should work just fine.

one port to the TBI/carb, one port to the fuel tank vent, and the last port is a vent to the atmosphere.

my 84 Carb truck came with one, not hurting anything but the atmosphere to remove it...

Whatever you do, don't switch the fuel tank vent line with the fuel return line from the fuel pump. Don't ask me how I know.....:doah:
