Identify this Switch

What switch is the one located down at the base of the steering column (close to the floor board inside the cab)? It only has two wires going to it, is arched across the steering column, and is adjustable by rolling it back and forth.

It is not the ignition switch, which has a steel rod connected to it. Is this the neutral safety switch? I used to know what all these switches where, but is has been close to 20-years since I have messed with this stuff, and I cannot remember.

The truck is a 1991 Chevrolet V3500 Crew Cab (old body style).
 
Neutral safety switch, and if it's an automatic, it is also the reverse light switch.

Thanks. I am having a problem with my ignition/start system. The truck has power to every thing, but no starter motor when I turn the key. I unbolted the ignition switch, and manually operated it with a screwdriver, but still no starter motor.

I then unplugged the Neutral safety switch, and jump the two wires going to it, and manually operated the ignition switch with a screw driver again (moving it into the Start position), but still no starter motor.

I know the starter motor is good because I can get it to turn over by jumping the starter motor solenoid terminals. The only thing I can think of is the ignition switch is bad in the Start position.
