Inner bearing seal, to flush or not to flush

I tend to set the seal flush to the back. Sometimes I press it in farther, just to wear a different spot on the spindle.

Where is it suppose to go? Against the shoulder on the inside?

I've always done flush. If sealing surface isn't good I just do a speedi sleeve
 
I set it flush by placing a scrap piece of 2x4 on top and hitting it with a hammer. That way it can’t go in any further than flush.
