So I have a question. Can the inner fender be removed without taking the outter fender off first? 86 Suburban....

Yes, there are bolts along the wheel opening (maybe 8-10) then 2 going to the firewall and 1 to the battery tray support. Easy to remove.

It looked as though it was possible. I have one that needs to be replaced.

6 i think in wheel arch
2 rear fender to firewall.
batt tray and other stuff might be bolted to it . and cant recall 73-80 but 81-91 3 bolts to core support.
