I know, I know....a noise question. Like you're supposed to diagnose a noise you can't hear from hundreds if not thousands of miles away. 
I can only describe the noise and it's location. I also filmed it.
Here goes:
*Comes from either engine compartment or just under pedal/floor board area.
*Makes noise erratically; when driving, at a stop, cruising, crawling, etc. It could be quiet one second and active the next.
*I have no dash, no speedometer. I do have a brand new Lokar cable that's well lubed, but considering it makes noise when stopped... it's not the cable. I don't have to be moving, though when it's dead cold, I never hear anything.
*Sounds like a crackle, like the sound fire makes. A low crackle pop, like hardcore Rice Krispies. If you have a wooden desk, tap the under side like crazy with your fingernails. It's a little more metallic clattering, but that is the closest sound I can think of.
