Is it carb or a seal somewhere

As I keep posting, I keep fouling plugs. Replaced them again, checked distributor again. two blugs in a bank were were with what could have been oil or gas, i think it was more gas though. The carb is a rebuilt rochester that was supposedly perfectly tuned. Got some water did this, replaced plugs twice since then to no avail. Replaced plugs today, started right up, ran perfect for about 10 seconds, then went back to stutering and gas smelling smoke that had a hint of gray in it, coming from both banks. Motor has about 1k miles on it.

Could it be the carb running to rich? Can they randomly just change like that? Like a screw backing out or something?
 
I would still pull a plug and check spark intensity if you havn't already done that. I've seen new parts go bad before. Just a thought.
