Is this a 4 core radiator???

Based on the thicknss of the core, my guess is yes.
You should be able to look into the rad cap neck and count the flews(sp?). Oddly, I don't see a cap neck.

open cap look inside , and count how many rows of holes there are across 
00 is 2 core , 000 3 core , 0000 4 core .
