looks like an open carrier to me.

Standard carrier - not a gov-loc.

I can't see the spider gears in the view ports so it's possible that there might be a detroit inside.

If it's got 3 pinion pins it's a Gov-Loc. If it's got 4 pinions and spider gears it's open. If it's got 4 pinions and you see solid metal it's a Detroit.
