Is this good rust treatment?

[K85 Octane]

I got a floor pan to patch.
Plan to wire wheel the rusty spots on the floor. Use this treatment everywhere thats kinda rusty.
Spray bomb everything black.
Either use some truck bed liner spray paint or pick up some Raptor Liner cheap from someone local.
Add sound deadener (KillaMat)
Add carpet

But...is this a good bottle for the rusty stuff?

You want a rust convertor, usually spray on, and the rust turns black as it neutralizes. I don't like a lot of layers of anything on a floor. Each layer is another that can trap, or hide moisture. IMO, mechanical removal of as much loose or scaly rust with a wire wheel, or Roloc. Spray on rust convertor. A coat of primer, a coat of rust paint, then carpet or whatever. Bedliner can delaminate from that surface and trap moisture...
