You can see where the shock is supposed to be via the "shadow" where it looks like the rear part of the frame was painted before the shock was moved. IIRC, the two rivets visible shouldn't be visible...there should be an ear on the bracket the rivets hold, that the shock bolts to.
 
As mentioned, the shock's effective rate depends on its angle from the vertical. My trigonometry is rusty, but at that angle, you might as well take it off :haha:

It should be in the area Dorian pointed out. It is common for that mounting point to crack or break off, so it may be that a previous owner, rather than properly repairing a break, moved the mount back. In order for the shock to provide much dampening, you'll want to move it back, which may mean repairing the frame and/or replacing that upper mount.
