is this where rear seatbelts bolt in? pic inside (update, almost through)

Is this the bolt for the rear seatbelt?

Previous owner cut the head off the top of this bolt and I just wanted to be sure. If so I should be able to drill it out and replace the bolt right?

I don't believe so, my rear seat belts bolt to the SIDE of the wheelwell and not down into the floor, mine is an 89 blazer.
 
thats where they bolt into my 87, just replaced mine and had to drill out the old bolts
 
mine is an 88. That's the correct bolt in mine. I removed mine to re-do the iterior and I can tell you that bolt is in there tight. It has triangular threads and almost looks like a tap. You can't just run it in by hand. I had to heat it from the bottom considerably before it broke lose and then it fought me the entire way out, but I got it out intact.

well I had to drill mine out ive got it all out and im down to the threads I think and I dont know how I will get the rest of the old bolt out now. Any ideas?

Basically I took and increasingly bigger drill bit and kept drilling it out. I believe I can see the threads the bolt screwed into now but I cant really clean them out. should I just get the same size bolt and tighten/loosen/tighten/loosen until something starts moving or do I need a thread cleaner type of tool. I was told just to drill it out until it is thin enough to punch out but I think the rust and age has married them together.
would it just be easier to knock the small plate (that the bolt screws into) and get another bolt it down then have it welded like the first?
 
You may be able to collapse the "shell" of the remaining bolt & threads inwards with a sharp punch & hammer...but those seat belt bolts are very hard steel,so it may resist your efforts to do so...maybe you can use a thin metal cutting blade in a sabre saw to cut a slot in the remnants of the bolt,that will make collapsing it inward a lot easier..

Trying to use a tap now will likely result in a busted tap and much aggravation...if you have a cutting torch its often possible to heat the remains of the threads up red hot and blow it out with a touch of the oxogen trigger..then use a tap carefully to re-cut the threads..or you could just put a nut on the bottom instead..

I'm putting a nut on the bottom and getting on with my life lo! There's not enough edge for me to tap the shell out. What was there just bent and broke off now I've got no edge to work with.
