Assuming the spindle is intact, the hub should ride on the bearings, so why all the work to hold the stub shaft in?

Maybe the inside one broke and they didn't want to tear down the outers?

Without the stub axle there is no seal. Water, dirt, etc can get in thru the spindle bearing hole.

Now I seem to recall that the power steering pump has 16mm or 18mm fittings...

The 16/18mm flare nut wrench is specialty and doesn't come in many sets nor is an 18mm open end included in most common sets.
