It has a 268 comp camshaft it has Procomp aluminum heads. 202 intake and 160 exhaust Edelbrock 7501 intake manifold. Headers Holley Quick Fuel 4150 Brawler carburetor and a Carter electric fuel pump

What is it doing? Is it dying as soon as you open the throttle, regardless of how slowly you try to increase rpms?

How many things are brand new? Is the carburetor new? Have you ever had it running on an engine?

Does it put out black smoke from the exhaust at any time while you are messing with it?

What is the initial timing set at? And did you set it with a timing light AND the vacuum advance disconnected and the port on the carburetor plugged?

With the engine off, Is the accelerator pump squirting fuel?
