jet ski motor problem help please

this is a question from my little bro, he got this jet ski for 20 bucks, it would be cool ifwe could get it running right.....

when you give it gas when it is hot the motor acts like it is hitting a rev limmiter at a really low rpm, but its fine when its cold, i checked the reeds and carb and they are ok its a 2 cylinder 500 2 stroke out of a jet ski

I'd pull a compression test on it (should pull 130-150lbs. I think).

Check The Wear Ring Around The Impeller And The Leading Edge On The Impeller. See If Either One Is Damaged Or Worn Out.
