K-5 Highway manners (or lack of)

When you have a helper turn the wheel back and forth with short strokes look closely at the steering arm where it attaches to the gear box. My sons was having the same problem and the steering arm was moving up and down a little bit. We removed it to find all of the splines on the arm were worn almost completely OFF. The bolt was the only thing allowing him to steer. VERY dangerous.

I can relate to your situation, as I have been having problems myself. Things I have done in addition to already mentioned suggestions are to check your front spring hangar bushings as your whole axel will shift if those are worn. make sure your front wheel bearings are properly tightened. and I will mention again to check your front end alignment.
