That's your call. You don't have to sand it smooth, scotchbrite pads will scuff it up for paint. It's just pretty time consuming if you do it by hand. There is the option of stacking several pads and running a piece of all-thread through the center. Use a washer and nut on both sides of the stack while leaving enough all-thread on one side to put it in a drill. Be easy with it until you see how quickly you get the results needed to make paint stick.
I just sanded mine since it didn't seem like the texture was very prominent anymore, and I was going to sliver which seems to hide a little bit of the imperfections. A dark color will show more if you use a gloss versus semi-gloss.
