Definately go with that over an inverter if you never plan to use the computer indoors. If you do go with an inverter Black and Decker makes a 400w for $40. Available at target or home depot that has very very little interference with speakers.

My walmart inverter was giving me a killer buzz.
 
Well after using this for a week or two I'll be switching to a DC to DC system for the computer in the future. The whine isnt that bad from the inverter but I just want to do it the right way.

That is not a bad plan, as the inverter is probably not producing a true sin wave power, and that tends to make for short life on the power supplies. Are you planning to keep the case mounted in there, or remove the case and go with a cleaner more hidden setup?
 
I am currently downloading an instant on Linux distro that might be a better option for a vehicle mounted PC. I am going to attempt it on a simple laptop setup first, then see if I can find software to work with Linux and do the same operations that your current software is doing. If this will work, it could eliminate the load times of Windows, as this is supposed to boot from dead to ready to rock in just a few seconds, versus up to a minute for XP. Faster load times are a good thing in this type of setup.
 
Let me know how that goes, the old laptop I am using may like that linux better. My only exposure to linux is modding xbox 1's lol
