how can you get a car with out a title and one missing VIN plate and use the entire body on another frame with the VIN from that truck?

depends on local laws. In Oregon if there was in doubt through the dmv they would go off the frame stampings.

I know what the VIN is but I would like to buy this truck to use the body because it has a rust free body. The truck only has 16 miles on it becuase it has been sitting for 25 years
