depends on rules for your local laws and county and state.

but mostly its coverage of the tire coverage and maybe mud flaps will be fine.
 
Like Brett said most states don't state the fender but they do have tire coverage laws, and mudflap laws.

Being the fender covers the tire you will need to do something different. It all depends on the state
 
Some "rat rod" type custom builds with proper plates might get away with no fenders here,but I'm willing to bet no other vehicle could get away with none for long...only till you pass a cop!..

I do see a few old deuce coupes driving around with huge rear tires with no fenders coming and going to cruise nights...but I bet they get pulled over and hassled a lot...

I got pulled over just going 10 miles to a guys house to buy a used bed for one of my trucks that he sold me cheap--I pulled my bed off,jerry-rigged some tail lamps to the rear bumper,and drove my truck there without the bed,so I could just plop his on and go!...the statie who pulled me over didnt cite me ,but was rather pissed ,he said a pebble bounced off his windsheild that my tire chucked out while he was following me.....said I needed mud flaps AND fenders--and if he saw me again without them,i'd be unhappy.:doah: !..
