Leno's law CA smog exemption

So in California governor Arnold Schwarzenegger canceled the rolling exemption from smog requirement and people have been pushing for reinstating it for years.
At this point 1975 and older are exempted with no restrictions pretty much.
Jay Leno finally decided to endorse a bill that Senator Shannon introduced where they proposed to exempt 35 year old cars.
It used to be 30 years old but at this point anything is better than nothing.
So it cleared the senate transportation committee in May, then the senate floor in June but with some amendments.
The assembly transportation committee reinforced those amendments and this is the final version they will be voting on:
It will start in January 2027, it will cover 1980 years or older so 39 years not 35.
It will add one year up to 5 years or 1985 where it will be stopped.
The requirements are historic plates and classic car insurance.
It's not mandatory so if you want to keep using the vehicle normally you have to smog test.

I wonder how many 1980-1985 car are running and registered in Ca. Granted if the bi annual emissions test were eliminated there will be more. Also it is not an exemption, if you were to be pulled over in to a road side inspection the vehicle needs to conform to rules for that vintage. The law only exempts from Bi Annual inspection.
Kommiefornia is working out a automated road side monitors. The test units so far have been installed at on ramps and some how measure tail pipe emissions, and take pictures of license plates. Works very well for diesels, esp coal rollers, also catches the oil burners. Not perfected yet, been in the works for at least 10 years. Have personally Hammered down past several of the monitor units in the 77

They have been using these in Colorado for at least 15 years and dishing out tickets
 
So Plank doesn't qualify for classic car insurance because it's not "restored" and painted. It's insured as a limited use vehicle but I still put my average mileage on the policy. It's use is for "car shows, parades and public interest only" (something like that) but I'd have to argue I get plenty of "interest", dare I say more, driving it VS car shows.

Just feels like a back-door registration fock that will make it easier to screw us later. (However, if it bypassed the CA bullship of selling/transferring gasoline powered vehicles, it's like getting free sock flavored candy) :thinking:

I am still holding on to my pre 76 vehicles where I don't have to smog, insurance is low because they are my extra vehicles with minimum mileage, I put 3000 as mileage, I don't know if I am doing or less or more.
I am just monitoring the law to see what it will end up as
 
Wow. Glad I'm not in Kommifornia. Just got my 2000 inspected, and cause it's 25 years old was only $10 and no OBDII plug in to see if any lights/monitors on. The other 2 trucks are over 8600GVW or something so they are the same, just a safety.
 
Dunno ICE, I feel like Plank's insurance is good but I swear they rape the pre-smog vehicles with registration. How can Plank cost more than the 2000 Camry I had :angry1:

I am paying $160 a year.
I have another one coming up in a few weeks, I will check.

We don't have safety inspection. For any vehicle

Hagerty will insure it on classic insurance for $5K value and up. It does not need to be restored.
 
I'm almost 100% sure Hagerty was one of the 2 classic car insurance companies to deny coverage because the car's condition. I have it at $10k, which should be updated :( :dunno:
 
Maybe it is a California thing, because I insure everything older than 1990 through them and my shortbed doesn't look any better than Plank. They even covered the Loadstar.

Very possible.
CA has some really bad conditions for insurance that many companies have left the state, one I know left is GEICO. It also has caused our rates to skyrocket
