Sounds about right. Place jack stands under the frame to keep it in position, even if the vehicle weight is still on the tires. Jack up the truck and place stands under the frame when it's level. Then let the axles hang in the low spots. At this point the frame will be level but the axles may be at an angle, this is OK, just don't take any measurements from the axles. If you need to measure from frame to axle, at that point you will need to level the axle to the frame. You see what I'm saying?
I built my solid axle S10 in my garage which has an uneven floor. I had to use jack stands and cedar shingles to get the frame level where I could fab up all the spring mounts, front x-member, and weld it to the frame, there was no kit at the time.
