Locking axe & shovel mount

Does anyone know where to get a locking axe & shovel mount for my roof rack? I've found some mounts, but they arn't locking.

Look at the Hummer stuff I can't remember the name but saw some on one of their roof rack sites. Sorry I can't help any more..
