Looking for a tailgate lock cylinder with key.

I thought this was easy to find but I found that every local (the Netherlands/Europe) shop and and webshop only sell cylinders without the key for manual tailgates. I need one with a key coz both my lock and key are broken. Who can help me out or point me in the right direction?

I have taken lock cylinders into a locksmith before. They were able to produce a working key using the cylinder. The only problem is whether or not they have GM key blanks in Europe...you'd think they would but I don't know for sure.
