one of the exhaust manifold bolts broke in half. So- part of it is stuck in the block but I have no idea how to get it out so that I can replace it and fix my exhaust leak. what in the world do I do to get it out?

use an easy out? look for a big square shaped one, thats the kind ive had the best luck with

Is any of it above the head surface? Remove the manifold and us some big vise grips, or weld a nut to it.
Yep, weld a nut to the end if you can or extract it with an easy out.
