front bumper is wrong . the 88-00 body style with diesel got the 2 holes front bumper in them .

whats the wiered long bolt with long spring and washers over by the turbo ?

Yup - front bumper ain't original.

The spring thing is most likely a homemade wastegate controller (like Heath's Turbomaster), but it would have to have some sort of 90-degree armature added to make it work if it is (mine goes front-back, not up-down).
