there are usually no horribly critical areas that would cause one brand to fit and not another. These smaller welders are basically a box on rubber feet with a flat bottom. If the Eastwood cart is built for a certain size range of welder you should be good to go.
It's just that the top shelf of the Eastwood cart is 10-1/2" x 17-1/2" and my Miller 140 specs are 10-5/8 x 17-1/2 . I know it's only an 1/8" but the Eastwood top shelf has a lip on it and a few bolts coming through for the hooks to hang the gun and cable. I wouldn't like it if the welder didn't fit nice and solid.
You clearly have a welder. I really doubt the 1/8" of an inch is something you couldn't make work with a little modification. Either you cut the lip off the shelf, or put a spacer on it to raise the machine above the shelf lip.
The traditional first project after buying a welding machine ... is the cart for it. I got lazy and bought one myself, but I'd say modifying an existing one should be good fab practice.
