I don't have the cluster in front of me and it's been a while since I have. But in the back of the cluster those 2 plug in.
The clip gets light from the cluster to feed light at the cigarette lighter area
Is that an LED bulb? It looks like one, which would not be factory.
I’d uncover that blob of tape, I bet that bulge is a splice in which case you’ll need to find the original wire colors and go from there on figuring out what it’s for.
My "wild a$$ guess" is that the light socket that you are showing in the 1st picture is for the 4x4 indicator light, which is an add-on harness and not part of the standard cluster printed circuit.
The black tube clipped to the side of the light socket goes over to the top of the ash tray to illuminate it, as @imiceman44 said.
I can't remember what other pigtail style light sockets are behind the cluster.
I say "wild a$$ guess" because it had been several years since I had my cluster out, so my memory may be off.
