Missing one fan speed for heat/AC

On my 94 Burb, LOW, MED-HI, and HI all work fine for the blower motor, but MED-LO does not (the fan stops turning altogether). I can hear the relays clicking when each speed is selected.

Has anyone here had a similar problem?

I'm wondering if it's the control panel, the relay, or the resistor assembly...
 
Problem fixed...

There are three little thermal fuses on the resistor assembly. One of them was bad.

Radio Shack had the replacement part (Microtherm 442 degree thermal fuse, part number 270-1321, $1.69).

Everything works fine now.
