The thing that gets me is, You know they can read, so they obviously didn't read the rules or blatantly ignored them. One would also think that they looked around a little bit, and noticed that there are no for sale ads here in the garage.

Spambots. Not a person involved other than remotely.
My own forum is getting over run with them but the guy who actually owns it and the servers we're on is AWOL so all I can do is delete them. You'd be surprised how many join and then sit there doing nothing. We have about a 4-5 page member list but every other week I usually delete about 9 pages of spammers.
