Moved some forums around

Moved the reginal members into the CK5 Member center area where it is more logical and also moved the classified sub forums into one section.

Almost forgot, I also added a new forum in the classified section for non-automotive stuff, now you have a place to sell the lawnmower, household stuff etc..
