Need help with electrical issue

Far upper left corner of the wiring schematic. Follow the trace and it's one of two that are marked "hot at all times".

Yes, that wire I believe is a fuseable link wire off the starter feeding the fuse block.

Well at some point it would source from the fusible link, all circuits are on one of two fusible links, but that specific wire is plugged into the cab side (where you install fuses) of the fuse panel.

I will be back on that project in a day or 2 when my new all aluminum radiator gets here.
 
Found where my issue was at. About 15 years ago or so I installed a small overhead cubby hole outnof a Pontiac Grand Prix that has map lights and a dome light in it and the ground wire shorted to ground somewhere in the A-pillar area. I just disconnected it from the rest of the ground wires and all is good. When I remove my cluster in the near future for some LED lighting upgrade I will repair the issue then since there isnplenty if room to work in the area with the cluster removed.

My first suspect is the visor screws and spring. Glad you found the circuit, shorts can be such a pain
