Something I thought of today. I know it sounds stupid, but I have done it more than once.
Double check and make really sure that the label you are looking at is for the fuse you think it is.
If you are reading the names stamped on the fuse block, its real easy to think the name pertains to the wrong fuse.
That brake light fuse should be hot if you have brake lights.
The blower motor should not get power until the ignition switch is either set to "on", or "Accessory".
If you put power to the brake light fuse, and the blower and speedometer work, then you are probably bypassing the ignition switch.
Which the brake light fuse should not be involved with.
Plus, the brake lights should not work if that fuse is not hot.
All of which sounds like you are looking at the wrong fuse. If you are going by the cover, make sure its the right cover for that year truck.
We really need a schematic for that thing. Let me look around some more........
