Need Steering Help

Well we drove my dad's 97 silverado from northern california to central utah for visiting and hunting. Well while on a trail looking for elk we had to turn around and the power steering went out when backing up off an incline. It is turnable but it is hard as hell. The power steering fliud was low so we filled it, no change. So we jacked it up and turned the wheel back and forth for a while and still no difference. Anyone have any suggestions? How long should we keep it jacked up and be turning the wheel?

i killed a pump once
the splines that drive it spun off the shaft.
looked funtional as the pulley was spinning but nothing internal was
once the fan belt was off, i could pull the pulley and shaft out the front of the pump.
 
Dont know if this makes a difference in that, but we can hear air coming out of the top if the pump and since it was so full some fluid came out of the top too.
