Just weld another steel pin with a hole through it and put a padlock on it.

Do your bumper brackets go all the way through the bumper? Did you drill mounting holes in the brackets before you welded them to the bumper or are you going to try and drill them after you have it where you want it through some existing holes in the frame?

yes my brackets go all the way through the bumper welded inside and out on all sides. it is 1/4" plate that was thickened to 1/2" where the shackles attach. i was able to match up one hole in the rear i had to drill 3 more on each side. also i cut about 1 1/2 inches from the frame to bring it in tighter to the body

You can get the lighted plate bolts from Summit and the like. I know they were legal in Hawaii.
