New Wiring Harness VS Switch Panel

I already have the wiring harness for my '72 Blazer, but the more I think about it, the more I'm convinced I'd be better off with just a switch panel. The wiring harness will wire up the whole truck but there's several wires I won't be using such as the fuel pump/gauge, radio, a couple more. I'm attempting to keep the rig street legal, but would I be better off building a switch panel for my headlights (which I'll be using a set of aftermarket lights mounted on a bumper instead), rear taillights & stoplights, turn signals, motor wiring, winch, and electric fans. So any suggestions? Which would be easier? Which would be cheaper if I didn't already have the harness?

Why not use both? Thats what I ended up doing. you can also use the fuel pump and radio wire/fuse for other things such as interior lighting or whatever you choose
