Is it possible for the front fog lights not to be grounded and for them to blow the fuse for the rear running lights? Previous owner said they worked before and the only thing I can think of is me changing the grill
I assume they are aftermarket fog lights?
If so, then the PO could have hooked them to any circuit.
Even if they are factory, they may draw power from the rear light fuse even if they are controlled differently.
First rule of troubleshooting, if something worked before you did something and not after, then always suspect what you did.

Ground probably isn't shared between the front and rear (likely one ground at each socket) but the power almost certainly is. Ground being disconnected shouldn't blow the fuse anyway, the light simply wouldn't work.
I'd check the wires at the bulb socket for short to ground with a multimeter, but if it worked before (which sounds like that isn't really a known fact, just a statement from PO) a good inspection of your work should show the problem.
