Ok... what are "Open Gears"?

I'm looking at this craigslist add for a couple of chevy axles.

1986 chevy front 10 bolt (44) 4x4 axle with 4:10 open gear, with steering, and brakes out of running truck, with corperate 14 bolt 1 ton rear 4:10 open matching gears, drum rear. also out of chevy truck. sold in pairs. 350.00 obo going to 2.5 ton bigger

What does he mean by "open gear"?
 
also known as a one legger.

opens are actually more desireable than a factory G80 with the "gov bomb" carrier in it. the detroit locker was designed to fit inside the open carrier, making it stronger than, but just as effective as, the govermnent locker. although from what ive read on here, military vehicles came with the detroit locker instead of the gov locker.

It has nothing to do with the "Government", it is governed. As in, it only works at lower speeds.
