Hi, with a 203 with part time kit & manual Hubs.
When Hubs are unlocked is Hi same as Hi loc ?
Is there an issue to daily drive with Hubs Locked and position set to Hi?
for regular daily drive what is the best option?

With a part time kit, Hi and Lo are your 2wd positions. The Hi and Lo Loc are 4wd.

No matter if the hubs are locked or not?

Correct. Driving in Hi there will be no power to the front driveshaft so it will spin because the hubs are locked but its not engaged inside the tcase. In the Loc positions the front driveshaft will be engaged for 4wd.
