Orange/orange-black Wires Under Dash?

I have an 89 Blazer. Under the dash are two wires not connected to anything. As stated in the title, one is Orange, the other is Orange-Black. When I put a meter on them it has a ignition off constant voltage of 25.8 Volts. (Update: I checked the wiring with the meter in the wrong position. I checked it using the correct position and the readings follow). The actual readings are as follows: Ignition off - 12.18, Ignition on - 11.89, Engine running - 14.2.

I assume it is for some aux piece of equipment. Before I use it, I just wanted to know what it would normally go to. I plan on hooking my CB up to these two wires.

Could be, I would think the power to those would go off when the doors are closed.

The doors actually ground the circuit, the lights always have 12V supplied to them. The orange / black wire may hook up to your park / neutral switch at the base of the steering column, look to see if it is there or not.
 
Not certain on the orange/black, but the orange is the dome light circuit which always has power. Ground is supplied by either the door switches or the headlight switch. It is possible the orange/black is the cigarette lighter circuit, but I am nowhere near my Blazer to verify. My CB is run off the orange wire.
 
my orange is to the light in the glove box.same since 70s.orange black on mine is courtesy light power i believe.
 
Well one is ground the solid orange is hot. It is constant power so I hooked me CB up to it. Works great. Almost have that rat nest of wires cleaned up. Thanks.
 
On my '76, orange goes to my dome light and orange/black went to my cigarette lighter plug. I believe the courtesy lights were connected off the cigarette lighter, but it might have been solid orange. I think white went to the dome light too.
